I’ve heard some analysts say teams like the Lakers and Hawks had to move their stars (Howard and Smith) by the trading deadline to get something for them, since the sign and trade rules in the old CBA no longer applied now after they became free agents. Other analysts have said those teams can still sign and trade them after the season. Which analysts are right?
Bill Ingram
Good Morning, everyone, and welcome to the chat! Here are the new rules regarding sign-and-trade, cited from Larry Coon’s NBACBAFAQ:
The player must re-sign with his prior team — a team cannot include another team’s free agent in a sign-and-trade.
The player must finish the preceding season with that team (deals are no longer allowed that sign-and-trade players who are out of the league, such as the sign-and-trade that sent Keith Van Horn from Dallas to New Jersey as part of the Jason Kidd trade in 2008).
The player cannot be a restricted free agent who has signed an offer sheet with another team.
Starting in 2013-14, the team receiving the player cannot be above the “apron” ($4 million above the tax level) after the trade1, 2.
Starting in 2013-14, the team cannot receive a player in a sign-and-trade if they have used the Taxpayer Mid-Level exception
The trade must be completed prior to the first game of the regular season (sign-and-trades are not allowed once the season begins).
The player cannot be signed using the Non-Taxpayer Mid-Level exception, the Taxpayer Mid-Level exception, or any exception that cannot be used to offer a three-year contract.

Hey Bill! Boring trade deadline! A lot of rumours and hype going into it, but nothing materialized
To me the ATL hawks are prob the biggest loser this year as they failed to trade Smith and it seems he is leaving for sure this summer. The Rockets meanwhile shed some salary by trading Morris and acquired a lottery pick player in T-Rob. To be honest, i was surprised they trade Morris. Your thoughts on the d-day~
Bill Ingram
It was boring, but I think this will be one of the side effects of the new cba – fewer big trades being made. I don’t think it’s automatic that Smith leaves, as the Hawks can still pay him the most if they choose to. Players in the primes almost never walk away from the money. For Houston it very much depends on who Robinson becomes. It also depends on whether their cap space turns into a significant player. Very much a TBD in Houston’s case.

Bill wouldnt a nba comeback of yi to the nba be better with the lakers right now? He is the mvp is asia and his dirk like style partnered with nash kobe n d12 with be nice off the bench?
Bill Ingram
The problem is he has struggled to play at the NBA level in runs with multiple NBA teams. Lots of guys are amazing overseas who can’t sniff the lineup in the NBA.
Luke
Okay so Kirk is not working out for the bulls why dont the bulls go get delonte for pg help or richirdson on the min to help with scoring robinson isnt working out or anything other player coming off waivers
Bill Ingram
They must feel Derrick Rose is going to be back soon enough to solve the problem, and since he’s going through full practices now that seems very likely.

Hi Bill! I have two questions for you!
A-Do you think this roster may have a chance to win a ring with the right guidance & time?
Next season: Rubio-Oladipo-AK47-Love-Pek. Shved-Budinger-Nemanja Bjelica-DWill-Stiemsma.Barea-Tim Hardaway Jr-Gelabale-Hummel-Dante.
B-Do you think they should be going hard in this year draft? Picking perhaps Oladipo, Noel & Tim Hardaway Jr to strength their roster for the moment and also for the future and have a great rotation?
The roster would be like this: Rubio-Oladipo-AK47-Love-Pek.Shved-Budinger-Bjelica-Dwill-Noel.Barea-Tim Hardaway Jr-Gelabale-Dante-Stiemsma.
Thanks!
Bill Ingram
Oladipo certainly has interesting potential. I hate it when people compare someone to great players, and I’ve heard him compared to Jordan…he has the skills to be the player Minny has lacked at SG. Assuming they keep Pekovic, who promises to be sought after in free agency, drafting their 2 in Oladipo makes a LOT of sense.

What do you think of the raps fans booing bargs? I know hes playing like crap but i see him as a guy who relies heavily on confidence. As bad as he’s playing, booing will only make him worse.
Bill Ingram
I think they had their hearts set on him being traded, so they’re booing his play, but also booing management for not getting rid of him. That’s the problem with letting trade talks his the media. It creates an expectation among fans and they can be relentless when disappointed.
dub
With a full training camp and maybe sending bargs out for anything at all. What do you see the raps doing next year? I know theres still a small chance of them getting 8th this year but what does the future hold for this team.
Bill Ingram
They are clearly one important step closer to being legit with Gay in town…that’s what they were missing was a star-caliber three. The hole is pretty deep this season, but if they are healthy next season they’re a postseason team…finally!
Joe Shafer
What are your thoughts on Morey’s job this last year compared to the previous 5?
Bill Ingram
What he’s been doing since taking over for CD is basically plugging piece after piece in, hoping something will work. If Yao hadn’t gotten hurt and if McGrady had a heart that method might have yielded better results. Without those two, every mistake is magnified, so it’s been an unimpressive few years. The Harden miracle, though, has the team moving in the right direction for once. Asik is better than anyone would have believed, so there’s two. If Morey can actually convinced a big name free agent to come to town that will be the finishing touch. If he can’t, the Rockets need to bring in a GM who can.

“I was not allowed to be that tough on Andrea because within the organization we felt he couldn’t take it. And my whole thing was if he can’t take it then we can’t build around him. And no one thought Jose could take it, and Jose did.” This was whats Sam Mitchel said on the Fan 590 in January, now the fan have the right to freaking boo anyone they choose to cuz look at how Andrea has turned out to be in the 7+ years. I blame Bryan for this and i think if Andrea is not moved in summer fans can boo his arse till he decided to grab rebound, play hard like Amir and stop rushing his shots.
Bill Ingram
LOL . . .thank you very much for demonstrating the point I was making earlier. Seriously – fans want to see a player who puts it all on the floor and works. If Bargs won’t do that he will continue to get booed.
EA
What did you think about the rockets trade? Is T-Rob another Thabeet
Bill Ingram
That’s possible, but I don’t think so. Thabeet was pegged by every scout as someone who didn’t care enough about basketball to be really good. That’s not the case at all with Robinson. I can’t wait to see him play for a different coach in a different system.

Bill do you think trying to get jose calderon in the offseason would be a great move for the thunder if he would come off the bench? I think he would mix up how the bench plays and would even play well with Russ n KD since hes a true conventional PG
Bill Ingram
The Thunder clearly need someone who can push the tempo and get the second unit, and Calderon is the kind of player who can do that. I don’t think OKC will over pay him, which might means he lands elsewhere, but he would definitely help OKC playing behind Russ.
Costas
It is clear after the two matches with the Heat that OKC needs scoring from their frontcourt and they failed to make any move although they had big assets. Now they are signing a third PG (fisher) with almost nothing in the tank.I don’t know what the front office is thinking but certainly they cannot cope with the Heat. Al Jefferson, Pekovic, Carl Landry were not available or OKC didn’t want to make any moves?
Bill Ingram
I agree on all counts . . .I’m not sure they can handle the Spurs this season, much less Miami. And no, Fisher doesn’t impress me at this point, either.
from the corner
Was the primary motivation of Rockets trade of P Pat, Douglas and Aldrich because they wanted T Rob, or was this primarily a salary cap manuveur? Morey has not had great success collecting cast-off 1st round draft picks (see Jordan Hill, Johnny Flynn, Terrence Williams, etc.)
Bill Ingram
I believe it was some of each…they want max cap space this summer to try and get Dwight Howard and Josh Smith, but they also are always hoping they can make something out of a player everyone else overlooked.
Brian
I gotta believe the Spurs wanted more than a second round pick for Dejuan Blair. How else can it be explained that he’s still on the team(i would love to see them keep Blair) but Dexter Pittman can get a second round pick?
Bill Ingram
Blair has proven is worth a lot more than a second round pick, so yes, the Spurs were looking for something more in return. If all they wanted was a second rounder he would be gone to Miami.
Devin Brooks
Bill, Can you give me the top 5 teams with the most money to spend this offseason? Also, Do you think Detroit Pistons get O.J Mayo at 8-9 millions per, and trade for Granger and have a starting 5 of Calderon, O.J Mayo, granger, Mornoe, Drummond. with Knight coming off the bench.. he isnt a star like some media thinks..
Bill Ingram
Before the deadline it was Utah with the most cap space, then WAS, CLE, ATL, CHA, DET and MIL. That has changed slightly, but not much. The Mavs will likely keep Mayo, who wants to stay in Dallas. Not sure Detroit has the expendable pieces to get Granger, unless Indy let’s him go on the cheap, which seems unlikely.
Steve
Hey Bill, What are you thoughts on the Bucks move to aquire Redick? I personally think Tobias Harris is going to blossom in Orlando, and that JJ walks this summer, what do you think?
Bill Ingram
Still scratching my head over that one . . .Udoh is a decent defensive player, too. I guess they’re assuming Ellis walks and Redick replaces him? Seems like there would have been a less expensive way to get a shooting guard, right? That’s it for me this time around. Thanks for spending some of your Monday with us here at HOOPSWORLD!
