Coaches and staff members of NCAA Division I sports teams will not be able to scout future opponents in person following a vote of NCAA membership.
The ban had been voted in by the NCAA Division I Board of Directors in January, but it was subject to an override vote. The NCAA reported that 154 of 375 (55.2%) schools and conferences voted to override the ban on live scouting, short of the needed 62.5% majority for an overturn.
The cessation of live scouting originally came out of the organization’s Rules Working Group, which had cited improved technology as a reason for a reduced need for live scouting. Coaches still will be allowed to scout future opponents live if they are competing at the same site in a tournament or doubleheader setting, such as those that occur early in the college basketball season each year.
The legislation was one of the only aspects of a large deregulation package was adopted in January that actually introduced regulation. The majority of the package will go into effect Aug. 1.
